[arm-allstar] DTMF from one node to another node

Brad,

The dtmf_dsp=2 command gets propagated only on the node receiving the DTMF
thru its receiver. So, if I press a DTMF button on my radio, the HamVoIP
node receiving my signal is where this command is needed. The dtmf_dsp=2
goes in the simpleusb.conf file stanza for the receiving node.

Once this is setup, DTMF will propagate to all linked nodes, etc.
