No there is really no way to do that.under the current system, We have only
have localplay which is play only to local radios/repeaters and playback
which is global, plays to any connected node. There is no way to direct
audio to one specific node which is what you would need to do to welcome
someone with specific messages.
There is a method called early audio which allows sending audio before
connection but it is very limited in timing. I experimented with it awhile
back and you might have on the order of 5-7 seconds and It was not reliable
so I did not pursue it. That is not to say it could not be done with some
programming but it is not high on the list of things to do.
