[arm-allstar] timed link disconnect from receiving node

I could provide an example as I an aware of someone that could use this.
Node x owner wants to have ability to connect to and be connected to using
AllStar. The repeater is not capable of constant duty and once the
"Linked" conversation is completed the owner would like the link to drop to
minimize duty. Yes folks could and should disconnect when completed but
many do not when using On Demand linking. Automatically disconnecting
after x minutes of "Linked activity" I feel would be useful.
