[arm-allstar] DTMF tones not decoded properly

Don,
I did log in to my node remotely to check a few settings. Pre-emphasis
and de-emphasis are both disabled. RX gain is enabled. I can't test actual
levels or wide / narrow mode so I'll have to wait until I get home to try
those out. Another thing that occurred to me is that perhaps I'm too close
to the node when I'm transmitting from my HT and I may have some de-sense
thing going on. Obviously a few things to test when I can lay hands on
everything.
