[arm-allstar] Auto-congesting call due to slow response, then connection failed

Below is what I show for the two ends. The 141.155.178.10 end is showing as
port 1000 which is not a port that would be public. Is that yours or the
other end?

There has been a great deal of registration issues the last several days so
it is certainly possible this is in error. Do you really have this on port
1000??
