[arm-allstar] Rx On Delay Future Implementation

Positive values for rxondelay work just as they always did
historically---meaning that ANY time that COS goes active, the rxondelay
timer is applied.
Negative values for rxondelay were recently added. In this mode, the
rxondelay timer is applied for COS only if PTT (TX) was initially active.
This is very useful in stopping the repeater to simplex node ping-pongs,
without always chopping off the received audio.
