[arm-allstar] Asterisk Allstar email and SMS howto

I have added a howto at the hamvoip.org site for sending email and SMS text
messages from your Allstar server. There is a setup procedure and an
example script to show how warning or general messages from Allstar can be
sent to any email or SMS address. This works in the US but I cannot test
outside the US. It also may not work for all Internet providers as they may
block mail ports. It works fine for Comcast and probably most other major
