[arm-allstar] No ID during idle times

Rick,
Allstar will not ID unless it has been keyed in the last 10 minutes. If it
is ID'ing it must be getting keups even if very brief. Check and see if
this is the case. If it keys up you will see a hungup command when it
unkeys in the Asterisk client. You may want to exepriment with the
rxondelay in simpleusb-tune-menu. This adds a delay that could eliminate
short key kerchunkers. Don't set it too high or you will miss the beginning
of transmissions. It is isn 20ms increments. A values of 5 would be 100ms.
