[arm-allstar] Download of Windows version of IAXRPT

Due to the fact that the Xelatec site is down and we have no idea if it
will come back up we have placed a copy of the install version of iaxrpt on
our server. You can download it here -

I have also updated the iaxrpt how-to at the hamvoip.org page to reflect
this change.

The install version is current and is the same file you would download from
the Xelatec site. It is simply run as a .exe file in Windows to install the
software and create the desktop icon.

The iaxrpt howto as noted also has documentation for the "DV Switch Mobile"
code which is essentially iaxrpt on an Android phone.
