[arm-allstar] Allstar

There apparently was a general outage of the Allstar registration system
this morning but it seems to be back to normal now. Those using the hamvoip
registration server should not have been effected. We are working on
getting everyone on the hamvoip registration server as soon as possible to
avoid these problems. If you are still having issues please let us know.
