Brad,

   The only thing I can tell you is that hotspots work with hamvoip. We use
them all the time. It is just about impossible to troubleshoot from a
distance since there is no way to connect from the outside if it is not
connecting. As long as the SSID and password are correct it should work.
There is obviously something wrong but we have gone over all the obvious
things. Make sure you delete the wpa_supplicant file in the setup and start
over with the SSID and passphrase for just that one phone.  It is possible
but not likely that there is something corrupted in your load of hamvoip so
you could try loading again. Assuming you checked all the other things that
have been suggested I am at a loss. The phone in hotspot mode is just like
your home wifi which as you say is working. It should boot up and connect
to the phone and give an IP address.
