[arm-allstar] Update V1.5.3-57 13 July

A bug fix update is out tonight that fixes the inability to connect to
hamvoip nodes when using the extended 6 digit Allstar node numbers.

Also the initial registration is now logged as a notice and also visible in
the cli that way. It will look like this -
