Port 1 is an Icom IC-RP2210 220 repeater. Port 1 JP1 is set for CTCSS ACTIVE HIGH with pins 2 & 3 jumped. JP2 is also COS ACTIVE HIGH with 2 & 3 jumped. Port 2 (AllStar) has jumper JP3 set for CTCSS ACTIVE HIGH, pin 2 & 3 jumped, if I change the jumper to 1 & 2 for ACTIVE LOW the port 2 ctcss light stays lit on the controller. JP4 is set for COS ACTIVE LOW with pin 1 & 2 jumped. Controller ports 1 & 2 are connected. I can connect to the East Coast Reflector or any other reflector and receive web traffic through port 2 and re-tx through the repeater on port one just fine. When I bring up the Simple_usb_tune_menu and choose VIEW the Real Time RX Telemetry display shows the COS (composite), (input) and (test) all clear, ctcss (input) is coming up as ignore, ctcss (override) clear, and PTT is keyed with port 2 traffic from the reflector. When I key local with an HT into the repeater/port 1 there is no tx into the reflector on port 2. I can choose option 2 - Set RX Voice Level (using display) and get no VU meter reading with my voice. If I change ( J ) COSfrom Mode from USBINVERT to NO or USB I do see voice deflection on 2 - Set RX Voice Level (using display)  when I speak into the HT through the repeater/Port 1. I can turn on EchoTest and speak but I have to choose ( J ) USBINVERT before it will play back my echoed tx. I know there are so many parameters I haven't included but would really appreciate any help in troubleshooting this problem. Any questions or comments or phone calls are welcome.
