[arm-allstar] Update for Echolink and misc. Scripts

An update went out tonight for Echolink and the misc. Scripts packages.
Users should use the ADMIN menu item 1 to update. The versions are
V1.5rc5-16 and hamvoip-V1.5.3-49, dated 1/12/2019.

The Echolink update is to correct a problem that caused a brief condition
of lost audio when an Echolink node attempts a connect that is not in the
database.

Several example scripts have been added to the
/usr/local/sbin/example_scripts directory. These are scripts that work but
are intended as examples for your use. The latest script was contributed by
LaRoy, K5TW which set the clock on an ARCOM controller using Allstar. It is
called  - set_arcom_clock.sh

If you use these or any scripts in /usr/local/sbin/* and you intend to
modify them you should first copy them to a user area like
/etc/asterisk/local and modify and run them from there. Files in
/usr/local/sbin/* can be overwritten!
