[arm-allstar] IRLP and Misc Scripts update

The IRLP channel driver has been part of hamvoip allstar for almost a year
now. See the howto at the hamvoip.org web page. You must already have a key
from IRLP to use it.
Keep in mind that in all ways IRLP is a subset of Allstar meaning Allstar
is the preferred VOIP method. Anything IRLP can do Allstar can do better.
If you are not already on IRLP there is probably no reason to go there.
The main reason to have the Allstar/IRLP gateway in Allstar is for those
who had been running old buggy code on PC's from years past that had been a
part of Allstar. I would highly recommend anyone going the VOIP route use
Allstar. There is no benefit to IRLP.
