[arm-allstar] Hamlib Update

Easy, both are amateur radio. Beyond that, well maybe to best question is
how can they be used to complement each other?

While AllStar many nodes often send their location to the APRS-IS, it is
only over the internet. I like the idea of the node also sending the packet
over RF as well. As a traveler, it is nice to find various stations local to
the area I may venture into.

So running Direwolf into a radio allows the AllStar node station to let
everyone know they are there.
