[arm-allstar] Hamlib Update

Sometimes it can take a while in the file sync process but I have never
seen it take more than 5 minutes or so and that is rare. It it does not
come out in 10 or 15 minutes I would just reboot and see if it is working
OK. There probably is no reason to re-image.
