[arm-allstar] bf888s node radio problem

Thanks to everyone that responded to my node problem concerning the bf888s randomly keying up.

the situation now resolved, and i feel a tad stupid, but hey ho we all goof up on occasion.

firstly the main issue was QRM being generated by the shack camera, i thought it was the psu, however further investigation revealed the darn camera at fault, so that cured most of the issue.

The other error and thanks to Doug was the PL tone squelch,  i had the node radio set to tone encode and not tone squelch "decode", so now corrected and its nailed the issue.
