[arm-allstar] Newsline to Play over Echolink Connected Users

Yeah, tried that.  Didn't work.

/etc/asterisk/playnews ARN now G &> /dev/null 2>&1

No dice over the Echolink connected users.

If you play it locally then it will not go out beyond your RF Allstar node.
You would need to play it globally.
