[arm-allstar] Allstar and Ariusb

Good Afternoon,

Have a Allstar node, with Ariusb, Pi3, and UV-5r.

When I connect to a node, bridged into a reflector, when anyone keys up and
lets go my node unkey, as expected, and then will do one last quick key
up.  Several AllStar nodes connect to this reflector, but do not experience
this issue.

Not sure how to eliminate that last quick key up.
