[arm-allstar] suppressing variables to SIP clients

Not sure what you are referring to "rtp variables"?  There is silence
suppression/VAD that suppresses data transmission during silence.
There is also RTP keep alives in seconds which by default I believe is set
to 0 (no keep alives)  Also if you have NAT=yes there are NAT keep alives.
The sip qualify command (qualify=yes) will show RTT times for established
registration using "sip show peers" this could be causing continuous check
also. If there is an open sip voice circuit then there is going to be
constant data unless there is silence suppression.
