[arm-allstar] Dvswitch setup

Followed instructions as best as I could on the site. They are not clear or
easy to understand. All I need is an example of what the 2 cfg files look
like and Dvswitch. Works fine with ASL but not hamvoip version. Windows
iaxRpt app works fine.

Depending on what settings I have tried I get error 29 or I get error 3
over and over again. Also not sure what the deal is with node 1998 I
changed those lines to reflect my node number.
