Tim,

 There are two weather files, one is called weather.sh and the other is
called wx_condition.sh. The saytime.pl top of the hour time calls
weather.sh NOT wx_condition.sh. weather.sh says the temperature and current
curt condition, like sunny, cloudy, etc.  wx_condtion.sh says the entire
weather forecast for your airport ID or wunderground station ID. The header
and footer ONLY apply to wx_condition.sh

So what you are trying to do will not work for on the hour weather. I could
and may modify the weather.sh script to include a header. This would be
done in the saytime.pl script. I currently have a reason to do this as the
method of playing the header outside of saytime.pl can sometimes lead to
things getting out of order and playing on top of themselves. This is
another problem with original Allstar which we are looking at, the fact
that the telemetry queue order is sometimes hard to determine. I will let
you know when saytime is updated to allow a header.

Does that explain why the header is currently not working for you?
