[arm-allstar] Survey question about saytime

The survey is now CLOSED. Since the response was 10:1 or better it will be
removed. I have already modified the file and it will go out in the next
update. BTW the O'clock ONLY happened at 0 minutes or on the hour anyway.
The saytime24.pl is already there to give 24 hour military time if it is
desired. It is *82 and the cron could be changed to call that file in lieu
of just saytime.pl
