[arm-allstar] Survey question about saytime

I am curious if anyone has an objection about removing the O'clock when the
time is said.

Right now it says  "The Time is 6 O'clock PM"

I propose  "The time is 6 PM"

If anyone has an objection let me know otherwise I will remove the O'clock
for the next update.
