[arm-allstar] astdb.php database down again

Please disregard the node not found that is showing up in Supermon and
elsewhere. The database appears to be down again this morning. Hamvoip will
have a fix for this soon as we distribute our own database. Currently if
you reboot and the database is bad you will lose the data. Nodes that do
not reboot would retain the last good download.

You can manually download the database and if you get something like this
it is not working!

astdb.txt: 43 bytes

As you can see only 43 bytes were downloaded. It would normally be over
100K. We currently have no control over the quality of this database! This
does not effect your ability to use Allstar it only effects what you see in
Supermon, lsnodes, etc.

The reason this showed up for those that updated is that the system was
restarted and has nothing to do with the update itself.
