[arm-allstar] Play ARN out Echolink connections

LLoyd,

 OK thanks for the test. We will do some more testing also but I really
find it hard to believe that this would  have not been reported by now. As
far as I know nothing was changed in the Echolink channel driver that would
have caused this.  Did this ever work for you? If it changed do you have
any idea when?
