[arm-allstar] Play ARN out Echolink connections

Lloyd,

Can you try duplex=2 and see if it works?  I know the radio may need to be
disconnected if it was not full duplex.

Also does anyone else out there see this problem? Running duplex=1 with
Echolink on the same node and when sending playback audio it is not going
out to Echolink unless two Echolink nodes are connected and one keys up and
then the other one hears the audio?
