[arm-allstar] Connect message

Kevin,

 The ID file is played by the idrecording and idtalkover commands in
rpt.conf.  The telemdefault command controls whether you hear, don't hear,
or hear only your own connect/disconnect messages. There is no way to play
a message globally and not also locally while you can play a message just
locally.  You could through scripting play a outgoing  message upon someone
connecting TO them it would also go to everyone else connected, in other
words globally. Does that answer your question? It was not clear what you
wanted to do.
