[arm-allstar] PC build

Well there would be no reason to do that based on the computer platform. A
Pi or PC would work equally well. A reason to do it would be if you had
limited Internet resources at your location or you needed more Internet
reliability. In a disaster you generally would have better Internet
reliability at a data center.
