[arm-allstar] BCD Script location

Robert,

 There are two versions of BCD scripts. One works through the Pi GPIO and
the other through the USB FOB. This assumes you have a CM119 FOB with 8
bits of I/O.  They are in the /usr/local/sbin directory.
