[arm-allstar] cannot connect

FYI, I experienced a similar problem earlier this evening.

I had a new node which moved IP addresses today.
Connections were failing so I opened Asterisk CLI on two of my nodes with
debug.
The new node, which was moved mid afternoon today to a new IP address, was
still registered at an IP address which it was at yesterday.
I rebooted several times, checked over my configs, and then magically it
started working about an hour into troubleshooting.
