Are the  INZ003 (zone) and INC151 (county) both valid or do I have to use
only the county list?  Or can I use both?  If so, then how?

I used the county url but so far nothing has been announced yet.  The test
announcement worked with the 4 minute update via cron so I guess it is ok.
The 880 and 881 on/off works ok.
