[arm-allstar] Trying to troubleshoot a node that can not connect to my node 29883

looks like it was taken off the blacklist as when i uncommented their registration line it registered,.
my question is should i have it registering to both hamvoip and allstar?
Node - 29883#4569 at IP address- 71.95.13.254, Port- 4569 is "Registered" at ServerIP- 74.91.126.182 (hvdallas2.hamvoip.org.), Port- 4569
 DNS lookup returns - +OK|radio at 71.95.13.254:4569/29883,71.95.13.254
Node - 29883 at IP address- 71.95.13.254, Port- 4569 is "Registered" at ServerIP- 44.98.254.145 (145.PTR.allstarlink.org. register-tpa.allstarlink.org.), Port- 4569
 DNS lookup returns - +OK|radio at 71.95.13.254:4569/29883,71.95.13.254

Hi Chris,

Node 29883 is registered with HamVoIP, but not ASL. I suspect 29883 was 
"blacklisted" by ASL.

What is the node that can't connect?

on the  https://allstarlink.org/nodelist.php page 29883 is not showing green (registered)
however on the http://stats.allstarlink.org/ stats show up.
is this normal or could this be part of the issue?
