[arm-allstar] Update V1.5.3-45

Glenn,

 Yes, you are correct. It appeared it did not write the file but I
purposely wrote something into the file and did an update and it put it
back to the February 2017 date. So the file was not changed in the update
but was rewritten. Will check into it. Sorry fo the problem.
