What about always active cor and the clock un times out the repeater. Maybe
try inverting cor.

This is a valid point but I think Steve is using a pseudo channel driver so
there would be no cos setting. However it could be a node that is connected
to him that is hung up like an iaxrpt node etc. If he is using the
simpleusb channel driver then an excellent way to check this is the 'v'
command in simpleusb-tune-menu. If it shows keyed for composite input then
it definitely could be in a stuck COS condition.
I think we need to find out more details to come to a conclusion on what
the problem is.
