[arm-allstar] Extending Courtesy tones

Lonny,

 Not sure wht you mean by "say link status"  There is a full link status
which is mapped to *75.  DTMF commands are linked to actual system commands
in the function section of rpt.conf. You also need to reference the
functions howto at hamvoip.org.
