[arm-allstar] Fred, W0FCM SK

[Doug Crompton]

Fred Contributed greatly to Allstar getting innumerable people on the mode
and helping them along the way. He will certainly be missed. Tentatively
there is a memorial net planned, no time or date yet but I will pass on
that information when it is available. We will be connecting several hubs
together.
