[arm-allstar] My node is not connecting any more

Hi Micheal,

Okay about the [general] stanza, which is used for outbound connections 
from your node.

What about the [radio] stanza, used for inbound connections? ...That would 
explain why I couldn't connect to you using the ulaw CODEC.
