If you are trying to ssh as root, don't forget to edit /etc/ssh/sshd_config and set Permitrootlogin to yes, and then restart the ssh service.
If you are not trying as root then this doesn't solve the problem.

Doug, I seem to have misconfigured my pi such that I cannot ssh into it. 
I set the ssh port, and I can ping the box, but no matter what I try, it 
always gives me "connection refused" when I try SSH (both Linux and 
Windows) or Winscp.

Where can I look to see what I did?
