[arm-allstar] key up problem - solved

This is (and has been) clearly defined in the iaxrpt howto on the
hamvoip.org web page. It shows two different stanzas for the Phone vs. PC
iaxrpt methods. The PC method has used the X option since forever and it
works fine. The P option has not been tested with the PC version. If it in
fact causes no problems they could be combined.
