[arm-allstar] Notice - Intent to remove remote base rig control

We would like to remove and replace the old outdated remote base rig
control code from the hamvoip distribution. This has been replaced by the
much more capable and better documented hamlib code which is part of the
distribution. We would like to do this as soon as possible so if this would
have an impact on anyone please let us know.

The database for the old code is very outdated and supports or minimally
supports few radios made in the last 10-15 years. Hamlib is constantly
being updated and as these updates occur they will be part of the hamvoip
distribution.

When this happens the current code would be replaced with a standard
interface to the hamlib tools.
