[arm-allstar] Localplay problem solved

Doug,
I simply set the duplex type to 1 and its all great.
I read the instructions in the rpt.conf file, but I thought that no telemetry meant just telemetry that was automated, not commanded. But it all makes sense now.
And the problem with the USB subsystem was solved by using a small 12 -> 5 VDC power supply on the same power rail as the radio.
