[arm-allstar] New and updated BCD channel steering files

bcd_control_pi.sh and bcd_control_usb_fob.sh have been updated and
bcd_readback.sh has been added.

These scripts send BCD data on Pi or USB FOB GPIO lines to channel steer
radios.

bcd_readback.sh is run with no parameters and reads back the channel you
have set with the either of the bcd_control scripts. This is audibly played
back on the radio. This could be called manually but typically would be
called with a DTMF function.

Use admin menu item 1 to get this update.
