[arm-allstar] Private node understanding

For a truly private network you do not need to register. Each node needs a
path to each other node. This includes a port if it is different than the
default 4569. You can set the bindport to whatever you want but when
routing all other private nodes have to then use the port as well as IP if
different than 4569.  You also need to port forward just as you would for
public for incoming calls. Nothing is done at allstarlin.org.

The routing information is in the rpt,conf file in the [nodes] stanza near
the bottom of the file.
