[arm-allstar] Integrating DIU with Quantar

Hi Bill,

We're focused primarily on analog audio solutions. The DVSwitch folks have
been working on integration with various digital systems, I think P.25 is
included in that list. I think they were interfacing to Asterisk/AllStar
via the chan_usrp channel driver, which is also included in the HamVoIP
