[arm-allstar] Voting system statistics

We are in the process of setting up a multi-site voting system here in
Seattle.  I have Allmon (Supermon 6.0+) running and it gives lots of good
realtime information, but what I would also like is long term statistics so
we can assess the usefulness of different sites.

My ideal would be the following statistics written out at an adjustable
rate (setable in seconds):
milliseconds receiving by site
milliseconds selected by site
% time receiving from 1 site
% time receiving from 2 sites
% time receiving from 3 sites
% time receiving from 4 sites
samples discard by reason and site (e.g. arrived too late or malformed
packet)

Ideally this would be done using syslog(3) or similar library that allows
the destination to be controlled by config and possibly logged remotely.

I would be willing to contributes to this area if needed.
