[arm-allstar] New hamvoip RPI images

New RPI2-3 images are up at the hamvoip.org page for download. This brings
the downloaded image up to the current released code as of today.

This would ONLY apply to new users of the code or those needing a new up to
date image. Current users using the built-in update system are up to date
and there is absolutely no need to burn a new image. It would be the same
that you already have and you would have to go through the setup process
again!

New images are:

hamvoip.org/RPi2/RPi2-3_V1.5rc16_Allstar.exe  for Windows self extraction

hamvoip.org/RPi2/RPi2-3_V1.5rc16_Allstar.img.xz  for Linux, Mac, etc.

Checksums are listed at the web page.
