Greg,

I recommend that you use the G.729 CODEC with Zoiper, if bandwidth is a 
big concern. G.726 AAL2 would be another choice, but with much higher 
bandwidth use.

We do include the speex CODEC in the HamVoIP release (allow=speex) for 
compatibility purposes, but it typically has poorer intelligibility than 
G.729 or iLBC, in my experience.

Also, some versions of Zoiper support iLBC 20ms frames.  The Zoiper folks
call this their "iLBC20" CODEC.
