[arm-allstar] zoiper and ilbc

Greg,

As Dave has pointed out there is no way to use ILBC with Zopier unless the
actual code is modified and since we do not have purview over that it
cannot be done. If you want to use ilbc in a portable application you could
use a portable Allstar Pi node connected to your phone hotspot. If your
goal is to save bandwidth then perhaps GSM would be an option with reduced
audio quality if Zopier supports that.
